Great Being #1 Posted December 13, 2012 Share Posted December 13, 2012 If i remember correctly Toa become Turaga under the condition that they have completed their destiny as Toa and do not wish to stay Toa. Now seeing as their destiny was to reawaken Mata Nui it appears they have fulfilled it, i guess they decided to stay Toa to help out with the resistance efforts at the minimum since Teridax took control once they awoke the robot. To become Turaga, Toa need to both complete their destinies as Toa and deplete all of their Toa Power/Toa Energy. That's a special sort of energy only Toa have that can be used to transform destined Matoran into Toa, as well as heal beings, and I think guide Toa canisters. After completing their respective Destiny, a Toa can sacrifice his or her Toa Power for the greater good and become a Turaga. This is from the BS01 page on Turaga.
