He...actually does look a lot like him! All you need to to do is fill in Kulta's check a little and give him a cape and they could roughly be twins. 

This also could explain the Sauron-like laugh Kulta had in one of the last websides. They may be more to this connection between them than we thought before!

No, I believe that is supposed to be "King" Sauron, playing off of his crown-like head and cape. Just like Shelob gets roller skates, 'cause, c'mon, she's got eight legs. Probably NOT inspiration for Kulta.
