  1. Well, as The Power That Is quoted, there's the so-dubbed elastic clause. Which is elastic because Congress itself is decides what is "necessary and proper" for carrying out the powers given to it – and note also the end of that:

     

    To make all Laws which shall be necessary and proper for carrying into Execution ... all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

    Since I think most if not all of the things you listed fall under the departments of the Executive branch, Congress can make laws for the execution of their (the departments') powers.

  2. A note to everyone – gali nuva mistika included: could you please refrain from making actual political remarks, like the one -Aelita- made? Those are the sorts of things that precipitate arguments and the inevitable flaming debacles that follow, and that's really not what we need here.

     

    That's the reason that it's customary (and in fact very wise) to lock entries in which one states who one supports. I'd recommend doing that here so we don't get any sort of debating the subject.

     

    Though I fully approve of going as Palin. Even if one is male. :3 I could probably pull off Hillary...

  3. The Battle Arachnid from Exo-Force is an astounding set – it looks amazing and has great pieces, and is only $8. The Chameleon Hunter is also quite good in these respects, and is only $15... And some of the other Exo-Force sets do well in this too, though I think those two are the best.

  5. There is nothing wrong with using the passive voice. People who tell you not to use it in a paper "because it's less active" or something like that should not be listened to.

     

    And Word's grammar check shouldn't be listened to most of the time. I turned it off years ago because it kept saying my perfectly correct grammar was wrong and making the most ludicrous suggestions. : /
