Universe" there are Kanohi known as Rextou (RECKS-too), the Great Mask of Information, which grant the user the ability to scan for and then retrieve technological data files that are stored anywhere within a one square kio area of the user.

     

    The seventy-fourth article proposed by Lord Koji: Fallen Knight is as follows:

     

    Lord Koji: Fallen Knight hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Satr (SAT-ehr), the Great Mask of Stone Armor, which allow the user to call forth stones, which build up from the ground, and then adhere to the user's body to act as an additional layer armoring, however, it is incredibly heavy and therefore makes it extremely cumbersome to maneuver while wearing.

     

    Moreover, if a Toa of Stone is the user, they can also utilize the stones offensively as a weapon.

     

    The seventy-fifth article proposed by Ballomess is as follows:

     

    Ballomess hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Shupda (SHOOP-duh), the Great Mask of Energy Beams, which permit the user to project intense beams of elemental energy from their mouth. However, it requires that the user first absorb the required elemental energy for the beam prior to the mask's use. The release of these elemental energy beams is also very physically draining and repeated use can cause severe side effects such as bulging, bloodshot eyes.

     

    The seventy-sixth article proposed by Lord Koji: Fallen Knight is as follows:

     

    Lord Koji: Fallen Knight hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Spen (SPEHNN), the Great Mask of Spike Armor, which grant the user the ability to sprout spike protrusions across the surface of their armor, which provides them with both offensive and defensive advantages, however, it is also heavy and therefore makes it somewhat difficult to maneuver while wearing. Furthermore, self-injury may also become increasingly likely.

     

    The seventy-seventh article proposed by Em-Oh-Cee-Ehr is as follows:

     

    Em-Oh-Cee-Ehr hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Toltac (TOHL-tack), the Great Mask of Deep Freeze, which allow the user the ability to produce a momentary surge of Elemental Ice Energy that is similar to a controlled Nova Blast.

     

    The seventy-eighth article proposed by Lord Koji: Fallen Knight is as follows:

     

    Lord Koji: Fallen Knight hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Wit (WHITT), the Great Mask of Wind Tranquilization, which permit the user the capacity to call forth wind around them that can then be used to strike at a target resulting in temporary paralysis that typically lasts for one minute or occasionally slightly longer.

     

    The seventy-ninth article proposed by Em-Oh-Cee-Ehr is as follows:

     

    Em-Oh-Cee-Ehr hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Zelzor (ZELL-zohr), the Great Mask of Lightning, which grant the user the ability to emit bursts of weak Elemental Lightning Energy.

     

    Article's 70-79: All of these kanohi are not in violation of any terms of the standard Kanohi, so I approve all of them.

     

    Alright, my hand has been forced, I am going to make a new Proposal, that will help us all with the immense number of Kanohi Proposals. It is my hope that it will help the huge ammounts of Kanohi to be easier dealt with.

  4. The forty-ninth article proposed by Zorrakh is as follows:

     

    Zorrakh hereby proposes that within "The C.I.R.C.L.E. Universe" there is a type of weapon known as the "Cevlek Rifle" (CHEV-leck RIGH-full)

     

    The "Cevlek Rifle", also sometimes called the "Cevlek Blaster", is a longer, thinner projectile weapon than its' counterpart, the "Cordak Blaster". Instead of explosive laden rockets, the ammunition employed by the "Cevlek Rifle" is packed full of minuscule, razor-sharp shards of Solid Protodermis that are released on impact, inflicting widespread shrapnel damage. These missiles typically breach most forms of armoring and are strong enough to dent, though not fully puncture, even Protosteel. The standard "Cevlek Cartridge" holds six shells at a time.

     

    Surprisingly the design of the "Cevlek Rifle" also provides for it to be utilized as a "Toa Tool", allowing elemental energies to be channeled through it.

     

    Toa Kevex first developed the original blueprint for the "Cevlek Rifle" on the Isle of Marak Nui and sent the schematics to the "Marak Council" for consideration of its' use as a defensive tool, at which point, the plans were then sent to the Isle of La Nui for full scale manufacturing.

     

    I vote Aye, this will be a most useful tool in the C.I.R.C.L.E Universe, no?

    Kohila & Toa_Ausar, after brief deliberation with all of the current "C.I.R.C.L.E Members", hereby propose that Toa Zahaku be nominated to the position of "TOA TEAM LEADER" and de facto primary tie-breaker.

    The fifty-first article proposed by Kohila is as follows:

     

    Kohila hereby proposes that within "The C.I.R.C.L.E. Universe" there is a large, water-filled dome located above many of the other domes in the northern part of the universe, yet still beneath the chest armor of the "Great Spirit Mata Nui".

     

    Furthermore, the body of water that encompasses the entire space shall be known as the "Nui Sea".

     

    I vote Aye, with permission from its creator, I would like to use this, and expand upon it in an upcoming Proposal.

     

    The fifty-second article proposed by Toa Talvak is as follows:

     

    Toa Talvak hereby proposes that within "The C.I.R.C.L.E. Universe" there resides a species of powerful psychics known only as the "Watchers".

     

    Their race was created by the "Great Beings" in order to monitor the Matoran Universe and, should trouble occur, act accordingly to help prevent disaster. Furthermore, they are uniquely in tune with Mata Nui's life force and should he die, they too will die.

     

    Every island within the universe is inhabited by a single "Watcher" and that "Watcher" is bound to their island. As long as the "Great Spirit Mata Nui" remains alive, the consciousness of a "Watcher" cannot pass on, and so if the island or the body of the "Watcher" is destroyed, its' mind then merges with that of the nearest living creature.

     

    The primary side effect of this mind merger is that the creature then begins seeing prophetic visions. Moreover, although the "Watcher" could commandeer the body of the host creature, it is only done under rare and extreme circumstances, since the "Watchers" consider such manipulation to be immoral. Aside from this remarkably infrequent assertion of control and the aforementioned visions, the host creature would have no knowledge of being possessed.

    The fifty-third article proposed by Ballomess is as follows:

     

    Ballomess hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Crathsis (CRATH-siss), the Great Mask of Emotion, which grant the user the ability to impress their emotions upon others, altering their power levels for better or for worse, or even permitting them to speak through the target despite possible obstacles and distances between the user and the target. Unfortunately this mask power can at times be extremely physically draining and subsequently results in frighteningly angry fits of rage for the user.

     

    The fifty-fourth article proposed by Ballomess is as follows:

     

    Ballomess hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Dayku (DAY-koo), the Great Mask of Shape shifting, which allow the user to assume the form of any Rahi they have seen, provided that they stay at or below their original size and without having copied the powers of the beast.

     

    The fifty-fifth article proposed by Toa Talvak is as follows:

     

    Toa Talvak hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Falak (fuh-LACK), the Great Mask of Duplication, which permits the user to create multiple duplicates of themselves, which remain psychically connected to the user. The duplicates remain for as long as the user concentrates, however the more duplicates the user creates, the more taxing the mask usage is on their health, thus lengthening the time frame for recovery of the user's strength.

     

    Now, you are probably wondering why I have adjoined all of the Kanohi proposals. This is due to the sheer number of them that have been stacked up in this round of voting.

    Proposal 53: I vote Aye, this mask doesn't seem to have any aura of being to powerful.

  5. The revised first article proposed by Toa_Ausar is as follows:

     

    Toa_Ausar hereby proposes that the group be called "The Confederated Inter-Related Collaborative League of Epics" and be also known as "The C.I.R.C.L.E.".

     

    Furthermore, "The C.I.R.C.L.E. Charter" shall be a partnership between authors that allows for greater consistency of storyline between various members' writings and thus creates a more fan-friendly product.

     

    There shall be three different levels of membership within "The C.I.R.C.L.E.", although it is possible that other positions may be added later. These three ranks are "TURAGA", "TOA", and "MATORAN". In addition, there will be honorary titles given to one specific member of each rank that are primarily intended to provide distinction, yet also serve a functioning purpose within the group hierarchy. All three ranks have voting privileges in terms of deciding on important issues that unify our joint fictional endeavor.

     

    The vote of a "TURAGA" or "TOA" will count as "5/5" of one tally. The only difference between the rank of "TURAGA" and the rank of "TOA" is that a "TURAGA" has the "Power of Veto". This is necessary to maintain the integrity of the central storyline and the fabric of the Alliance's existence, however the "Power of Veto" shall be nullified during votes on "C.I.R.C.L.E. Articles" concerning "Expansion", "Promotion", "Probation", "Demotion", or "Expulsion" of any prospective or current "C.I.R.C.L.E. Member(s)". Meanwhile, the vote of a "MATORAN" will technically count as "3/5" of one tally, although typically a full tally shall be given, unless the vote is particularly close and strict accounting becomes necessary.

     

    Moreover, the vote tally of all "C.I.R.C.L.E. Members" during a given round of voting on "C.I.R.C.L.E. Articles" that include "Promotion", "Demotion", or "Expulsion" shall be counted at the value outlined by each "C.I.R.C.L.E. Member's Rank" prior to the present round of voting. This means that if a member is a "TURAGA" or "TOA" at the beginning of a given voting session involving "Promotion", "Demotion", or "Expulsion", then their vote still counts as "5/5" of one tally. Meanwhile, if a member is a "MATORAN" at the beginning of the voting session in question, then their vote technically still counts as "3/5" of one tally, until such time as the vote is certified when the voting session deadline passes. At that point the vote tally value of any effected "C.I.R.C.L.E. Members" will be adjusted.

     

    Next, any "C.I.R.C.L.E. Member" may cast their vote however they please, however it is encouraged that the vote be accompanied by some sort of reasoning that furthers and enhances the debate surrounding the issue under discussion. Once a vote is cast, it can be changed as many times as the "C.I.R.C.L.E. Member" likes prior to the voting deadline. However, if a vote is being altered the "C.I.R.C.L.E. Member" who cast that vote must plainly identify that their vote is being modified, as well as provide a brief logical reason for the changing of their vote, in other words, not "just because".

     

    All "C.I.R.C.L.E. Members" with the rank of "TURAGA" shall collectively be known as the "TURAGA COUNCIL" and an honorary designation of "CHIEF TURAGA" shall be given to the "TURAGA COUNCIL Member" who has been an active part of the group the longest.

     

    All "C.I.R.C.L.E. Members" with the rank of "TOA" shall collectively be known as the "TOA TEAM" and an honorary designation of "TOA TEAM LEADER" shall be given to the "TOA TEAM Member" who has been elected to that position by a secret ballot held amongst all "C.I.R.C.L.E. Members". The "TOA TEAM LEADER" shall serve as a primary tiebreaker in the unlikely event that an even vote following strict accounting of the tally has occurred for any given "C.I.R.C.L.E. Article".

     

    All "C.I.R.C.L.E. Members" with the rank of "MATORAN" shall collectively be known as the "MATORAN TRIBE" and an honorary designation of "MATORAN CHRONICLER" shall be given to the "MATORAN TRIBE Member" who has been elected to that position by a secret ballot held amongst all "C.I.R.C.L.E. Members". The " MATORAN CHRONICLER" shall serve as a secondary tiebreaker in the unlikely event of an even vote following strict accounting of the tally has occurred for any given article and, for one reason or another, the "TOA TEAM LEADER" did not vote on the "C.I.R.C.L.E. Article" in question.

     

    Initially the rank of "MATORAN" shall be for "C.I.R.C.L.E. Members" whose Epics are so drastically different from the others and although these authors' creative input is desired, the fact is that their stories are virtually non-congruent with many of the others. This causes the decisions of the group to have less of an impact on their tale, when compared to the impact on the story of a "TOA" or "TURAGA". Over time however, the rank of "MATORAN" shall also be used to bring in new members to the group through "Expansion", however the number of "MATORAN" should always be such that a tie vote on any issue is rarely possible. Moreover, anyone nominated for future membership in "The C.I.R.C.L.E." must obviously be a member of BZPower and must also have either an Epic of their own and/or a vast library of short stories that they have written.

     

    Moreover, in addition to voting, all "C.I.R.C.L.E. Members" will also have the right to submit proposals to Toa_Ausar via PM, where they will then be brought forward for debate by the entire group and subsequently voted upon in a future blog thread as "C.I.R.C.L.E. Articles".

     

    Next, by becoming a member of "The C.I.R.C.L.E.", all participants will abide by "The C.I.R.C.L.E. Non-Disclosure Agreement", which prohibits them from knowingly revealing or openly discussing "Spoilers" about another member's Epic.

     

    Any "C.I.R.C.L.E. Member" who willfully and knowingly violates "The C.I.R.C.L.E. Non-Disclosure Agreement", by revealing or openly discussing "Spoilers" concerning another member's Epic, will be subject to the consequences of either "Probation", "Demotion", or immediate "Expulsion", depending upon the severity of the offense.

     

    "Probation" is for first time offenders who have made an honest mistake when they forgot to abide by the rules of "The C.I.R.C.L.E." and therefore receive a warning. Provided that the offending member does not repeat the offense during a subsequent six to twelve month period, the specific duration of which shall be determined at the time of the consequence, then their membership status shall return to normal.

     

    "Demotion" is for offenders who blatantly disregard the rules outlined within the "The C.I.R.C.L.E." and have possibly already received a warning of "Probation", although it is not a necessity that a member be on "Probation" prior to "Demotion". The offender in question would then face reduction in rank by one level up until the point at which the position of "MATORAN" is reached.

     

    "Expulsion" is what happens when a "MATORAN" experiences "Demotion" and is therefore sadly no longer part of "The C.I.R.C.L.E.".

     

    The type of consequence will be established on a case-by-case basis following discussion between the "C.I.R.C.L.E. Member" whose Epic has been spoiled and the "TURAGA COUNCIL", however the action that is ultimately brought to a vote before the entire group shall be determined solely by a secret ballot amongst the "TURAGA COUNCIL".

     

    Lastly, there will be a "C.I.R.C.L.E. Participation Policy".

     

    Henceforth, all "C.I.R.C.L.E. Members" must first notify the group of their intentions for any prolonged absence lasting more than one week. Failure to attend two or more consecutive rounds of voting without having first provided notification shall result in a "PM Notification" being sent to said member, identifying that a consequence will be handed down within "The C.I.R.C.L.E.", one week from the time of "PM Notification".     The type of consequence will be established on a case-by-case basis following discussion amongst the various "C.I.R.C.L.E. Members" in a blog thread during the week between when the a "PM Notification" is first sent and when the deadline expires. This does not mean however that the ultimate consequence is determined directly by the group as a whole. The action that is in fact eventually brought to a vote before the entire group shall once again be determined solely by a secret ballot amongst the "TURAGA COUNCIL".

    The gun is manufactured and sold at a relatively cheap price and has both incredible accuracy, as well as an immense level of firepower. Though the La Nui military doesn't allow most inhabitants to utilize the "AC-47" without express permission and a valid reason, somehow several powerful underground organizations still manage to obtain the weapon for standard use. It is believed that greedy weaponsmiths from the Isle of Xia, in an effort to garner a little extra money, have been known to sell the schematics of the "AC-47" to these less than scrupulous organizations so that they can produce the item themselves.

    Lord Koji: Fallen Knight hereby proposes that within "The C.I.R.C.L.E. Universe" there resides a species of creatures known as the "Memory Changers".

     

    These beings live within "The Void", that is to say the space between dimensions. They are shapeless entities that must first seed themselves into another's memories before they can then take the form of a being that would most resemble whomever they've implanted themselves into. A "Memory Changer" has only one power, to affect another's memory, however they can overload the mind with memories as a momentary offensive strike, but are more or less primarily infiltrators rather than combatants.

     

    An example would be a "Memory Changer" who implanted itself into a Toa's memory and then physically manifested in a Toa-like form to blend in.

    The "Nuvarians" live primarily within the Dome of Wesko Nui and the armor that they create there is utilized across "The C.I.R.C.L.E. Universe" for its' renowned high quality and popularity.

     

    Their armor is distributed by a lucky few "Nuvarians" who proudly refer to themselves as "Ulik Tener faa Nuvarak", a "Nuvarian" word meaning "The Traders of the Nuvarians". The primary distribution hubs include the Dome of Xia, the Dome of Stelt, and a central region of the Northern Continent that is largely uninhabited.

     

    During the "Time Before Time" the "Toa Wesko" discovered that the King of the Nuvarians - His Majesty Gehor - was supplying the "Brotherhood of Makuta" with armor for their servants and other followers, however no action was taken due to the fact that there was no indication that the "Brotherhood of Makuta" did not serve the will of the Great Spirit Mata Nui at that time.

Members for my most recent short Aye to All stated Articles. I was simply in a rush to get to school, it will not happen again. I will wait until there is ample time for me to put a good effort in.

    I vote Aye, due to the fact that we need a Species name for Brutakas kind. Simply saying, a member of Brutaka's species can be time consuming.

     

    The forty-forth article proposed by Kohila is as follows:

     

    Kohila hereby proposes that within "The C.I.R.C.L.E. Universe" the Dome of "The Abandoned Place" be considered the original homeland of Brutaka's species, until such time as a Canon species' homeland is revealed.

     

    In "The Time Before Time", they left the Dome of "The Abandoned Place" under unknown circumstances and each parted ways with one another, with Brutaka in particular headed north, where he found the Isle of Destral anchored due north of the Dome of Artidax, and managed to convince the "Brotherhood of Makuta" to allow him to join their ranks, becoming a lieutenant under them.

     

    I vote an Aye, it seems this would be a simple and non-Storyline conflicting descision for Brutaka's history before Voya-nui and the Order.

     

    The forty-fifth article proposed by Cap'n Kopaka is as follows:

     

    Cap'n Kopaka hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Gikar (GIHK-kahr), the Great Mask of Influence, which allow the user to "plant" false information, or information otherwise unknown to the target, in the target's mind for as long as the user concentrates.

     

    Examples would be a Toa making another being on Metru Nui think that they were on Xia or a Toa influencing a Skakdi to think that he or she is not themselves, rather that they are another Skakdi altogether.

     

    I vote Aye, this would be an ample and useful Kanohi Mask to have around. Most certainly so.

     

    The forty-sixth article proposed by Kohila is as follows:

     

    Kohila hereby proposes that within the "C.I.R.C.L.E. Universe" there are Kanohi known as Rhokita (roe-KIGH-tah), the Great Mask of Potential, which allow the user to utilize whatever inner power their "Rhotuka" ability is without the necessity of a Rhotuka Launcher, however the effects are only temporary.

     

    For example, a Kanohi Rhokita worn by Roodaka would grant her the ability to mutate any target at will, but only for as long as she concentrates.

     

    I vote Aye, this particuliar mask aswell would be useful, albeit most likely rare addition to any collection.

  8. Aye to all stated aticles, and I do agree with Zahaku. The task is both daunting and tedious. We should create a place where every month or so we submit our ideas for masks, and then say they are all aprroved, only mentioning the masks that seem to bring up issues.

  9. Ausar~First off, allow me to say, you always manage to re-word what I say into a work of art. It is one of your trade-marks, as a good writer. Also, I certainly hope that no ill-will passes between the two founders of CIRCLE, as it would certainly damage the system. It actuallt reminds me of just after the Revolution of America when the first political parties formed after Washington stepped dow, aside from the fact I hope neither of you steps down should that unpleasent scenario become reality.

     

    Article 5a- Nay, but only on the grounds of proportions, if htey could be worked out just a little more, I would say Aye. No offense intedended for all of your hard work on the map.

     

    Article 12- Aye, and bravo to Kohila on thinking of such a thing. It waould certainly help some of the less thriving epics, mine included, to boost reader count.

     

    Article 13- Aye, and Ballom, the weapons are actually only used in the combat against Undead Matoran, who are a foe that cannot be reasoned with, bribed, or treatised. No offense or arguement intended, though the mproduction of the weapons for other purposes would be Xians using rights to manufacture them.
