Protip: It's called hazel. It's a naturally-occurring eye color that shifts between browns and greens depending on the lighting due to Raleigh scattering, the same thing that makes the sky blue.

And the reason people perceive your eyes as changing color is that they're light enough that the light and color of your shirt influence them to reflect slightly. This is coupled by the fact that people see what they want or expect to see to an extent with color.
