Well yeah modeling would be needed, but I mean modding as in game modifying. It appears to me that practically anyone can make a Source game conversion, although I have no idea exactly where to begin, unless it's possible with Gmod...

Maybe Source SDK would be of good use then? You can do mods and whatnot in that. And it's pretty easy to use when you've gotten the hang of it.
