    Nor did the Bohrok-Kal, Sarda, Idris, the Hydruka and many combiners, but they still have set forms. Yes, they did have some storyline significance.

    I think some of them would just be pointless as sets. Take Dezalk for example, or the rest of Lesovikk's team. They barely have any storyline significance.
