IC: For some reason, nobody had replied to their first attempt. The Fillion representative at the Forum of Nations once more out forth a proposal.Would any of the other nations like to help in the creation of a new city to be used as a gathering place for scientists from all over the world. Projects could be shared by countries that could help each other and science would be able to build on itself and grow that much faster.A massive project was started on Meltat. Scientists and construction workers from all over flocked to a large plain several miles outside of the city where the foundations of something big were being laid.OOC: Project Hostligns Now April 13- done in 4 months 75 IP

OOC: Nobody responded to the Varangian proposal on fisheries, either. If the politicking can't either lead to war or influence war, I doubt many people here are interested in it.

OOC: That's honestly not that suspicious. Regardless, I doubt they'd be obsessively watching dots that got passed off as birds in the first place obsessively enough to notice that.

OOC: Long-hovering objects like that are on the Astarian's lists of defense concerns, because while they never developed this sort of thing on their own, they know it exists, and figured it could be used for Espionage.IC: The Varangian requests for fisheries was contemplated and, seemingly out of character, accepted, with the stipulation that any Varangian entering Astaria would be thoroughly documented.IC:The Astarians responded to the Scientist-City, saying that they were interested and hoping for further development of the idea.

OOCThe Stans aren't stupid with their spy zeppelins; besides the fact that there are a number of migratory birds that do the same, the zeppelins don't float for weeks. They could if so needed, but they don't. Assuming your radar is even sensitive to pick it up, and again, assuming your people make a panic every single time a flock of birds comes by, even then it's not that massive of a problem. The zeppelins float around for a day or two, dip close to the water to go off the radar, pop up somewhere else, rinse and repeat until they go back home. Since the Stans aren't stupid enough to dip them near any sort of military or civilian craft, typically looking for the occasional few hundred meter long islands that dot our world and the world of Strith, the most that happens is some random fisher sees one and gets spooked. Unless your military reacts to every fisher with a tall tale, and keep in mind these zeppelins aren't that large to begin with, then ultimately you get what looks like a flock of birds on radar, acts like a flock of birds, and for all intents and purposes is a flock of birds to the Astarian government.Unless your people respond to every flock of birds that passes on radar, and even then your radar might not be sensitive enough for that in the first place, I'm having trouble seeing how the Astarians know. Now, if they started to pass over the mainland, where there was a lot more people, lot more military installations, it'd be a whole different story, simply because there's a better chance some random dude with binoculars sees them.And my apologies Rover, for not responding to fishery stuff. Kinda skimmed over it.IC [The Forum/Fisheries]The Stans inquired on something; for centuries now the Stans had practiced a very specific sort of fishing on the native aquatic life, including sharks and whales, but they were aware of the the limitations. Thus, fishing had always been regulated to allow for the best breeding/hunting ratio possible, and had sustained the wildlife populations for some time now. How would this resolution effect that?

IC: Establishment of an airport would make access equally easy for everyone, it was pointed out, if the location was central to the continent.It was unvoiced that the Aquileon representatives worried that Astaria would invade and annex the colony, and precious research with it.:w:

IC [Forum/International Colony]The Stans were in favor of such a colony, and offered two of the composite passenger planes from Far Star and one supersonic passenger plane from Free Space to be specifically dedicated to the travel between the colony.

OOC: Is this really how it's going to be the whole game? Stealth is perfect and there's nothing we can do about it? Fine, you have your little toy balloons over Astaria.IC:The Astarians, who had no intention of invading a colony they wished to build, had one proposal; while they didn't care where the colony was, they wanted it to be required that all research of all sorts done in the colony be published to everyone, at least so that all nations know what was being researched; they added that any projects which needed to remain secret(with a glance at the Aquilonians) could be conducted internally.

OOCThis is not perfect stealth, this is common sense. If you want the Astarians to go into a panic every time a flock of birds passes by, go right ahead, find my zeppelins. I'll just hold you to panicking/checking out every flock of birds that passes by. The expenses on that adds up real fast.That is, if your radar is even sensitive enough to pick it up in the first place.

OOC: You appear to believe that our only options are "stealth is perfect" or "anti-stealth measures are perfect". This is not, in fact, the case.IC(Forum - Fisheries): The Varangian representative noted the concerns expressed by the Stan representative, and amended the proposal to ban large-scale fisheries on top-level predators (defined as the taking of, on an annual average, 300 or more individuals from a species defined as a top-level predator).

OOC: Yes, essentially, this proposed resolution would institute blanket protection on k-strategists - that is, animals with low reproductive rates and long lifespans, because it would be harder for their populations to recover from depletion than it would be for other animals that reproduce more quickly/more often.

IC:The Astarians agreed to the Varangian proposal; their nation was mostly fed by farms, rather than by fish, and thus any restriction was no great loss.The Astarians, meanwhile, began offering samples of drinks, sugar, coffee and chocolate to export; a particular endeavor was made with the Stans, Varangians, and Aquilonians, whose harsh climates would lack such delicacies, and who were the focal point of hopes that international tensions could be brought down through peaceful trade.

OOCPretty sure Aquileon is no worse than Nebraska or Kansas, but I may be wrong.IC [standast]Coffee; the Stans had never seen it before the storms lifted, but up to now it hadn't really hit mainstream Stan population. However, it's addictive properties were quickly realized by the Stan corporations, who saw it as the best thing ever; minimum impact on health, but made sure customers would always be coming back for more. So at least five different Stan corps struck up the Astarians for several metric tons of the stuff each.As for sugar, the Stans did have access to that, thanks to some geothermic vents and a truly freak incident in nature (or aliens, take your pick), but all the same having an exporter would be nice, so two Stan general goods corps ordered a few metric tons of it too. Chocolate was passed up, though.OOCFun fact; for the longest time Stans extracted sugar from sweet potatos, which made for some really odd sweet rolls.IC [Forum/Fishing]The Stans inquired if it applied to farmed sea creatures; that is, predators cut off and bred specifically for food. That or strapping lasers to their heads. Either way, the Stans would sign the treaty assuming it didn't effect their sea creature farms.

IC: Anitalian coffee, while more expensive than Astarian coffee, had a different taste, and was quickly becoming a luxury drink, with Italoan mixed coffee beverages spreading throughout the world.The corporations responsible for producing composite metals in Standast were invited to start production in Anitalia, where the government would be one of their first customers.

OOCThey're not composite metals, ToA. :P That would be alloys. Composites are different.Also, Stan shark breeding is rectonned out of existence, due to it being impossible.IC [standast]Two manufactures took the deal, moving some forces to Anitillia to begin setting up a few plants. Composites seemed to be all the rage now, and thankfully, it was a Stan secret.

IC: In addition to all these developments, Anitalia began preparing for the creation of geo-synchronized satellites. These would be over areas controlled by Anitalia only, and wouldn't be used for espionage, simply telecommunications and the like. That's wasn't to rule out future satellites being used to spy, but these were for the people.

IC: The Fillion suggested K or J 13 due to a relative distance from other nations and the fact that it was more or less in the middle of the continent. In response to the Astarian proposal about sharing discoveries they said that it might be better to let the countries that discovered the things decide. If they wanted to let others in on it then everybody would be happy to take it. But forcing everybody to give their new technology to others might make some people less likely to try and discover it in the first place.The response to the Anitalians was a cautious "What would you be willing to give in return?" After giving the laser to Aquilion, some of the council had began to question if it had been such a good idea. It was their main advantage over other countries and they would rather not give it away without receiving something of equal value in return.

OOC: You mentioned lots of mountains and such, I just figured the place was pretty harsh.IC:Had anyone actually asked an Astarian businessman about this, he would have answered "for coffee and chocolate, of course!" and then did his best to assure the Aquilonian that he didn't actually hate them. Asking a government official, on the other hand, would not get any real sort of answer. The truth of the matter was that the Astarians didn't want the Aquilonians as an enemy.

OOCHere be the problem with a socialist system; everyone assumes that the corps are merely extensions of the government.IC [standast]As absurd as it may seem, within a week of getting coffee the Stan corporations realized there was a need to grow it in the homeland, so they could buy it cheaper and sell it higher in Standast. Naturally, calls went out first to their neighbors, Aquileon, Anitillian, Kiserre, to see if they had the plant. If not, numerous corporations prepared agents to pierce into Astaria and steal coffee seeds.OOCCoffee is now officially serious business.

IC:The Astarian coffee corporations had of course anticipated just such a move; coffee plantations were generally well guarded, and slightly below military installations in the quality of their defenses. More importantly, along with the usual high walls, anyone who entered was searched and tagged. The corporations who had ties with the government, especially in the Office of Commerce, had managed to pass a law ensuring that stealing samples or seeds of sugar cane, coffee, cocoa plants, and the like, was punishable by fifteen lashes and a sizable fine.OOC: Just ripping off the British here.

IC [standast]A brief corporate scuffle happened, but eventually five corps bought several kilos worth of coffee seeds from Anitalia. They still seeked other coffee plants, though; they found the Astarian taste was something their customers wanted, and while Anitalian coffee would keep their customers addicted, it would not keep them happy, thus not buying as much.The heavy security around coffee plantations was duly noted by the corporations, but they were not about to be stopped to easy. Numerous options were considered, ranging from something as simple as bribing an official to an extensive airdrop operation. It was eventually decided to start a few different ways; three corps attempted to bribe the coffee plantation workers (gold still ran as the Stan currency, and if need be the workers could be offered something else), one sent in a four man special operations team, long trained in the vicious and unforgiving Stan art of corporate warfare, and the last one simply asked politely for some coffee seeds.

IC:The one who asked politely was escorted out of the building. Bribery failed in that, while gold was the Astarian currency, careful track was kept of the money supply and thus illegitimately earned money was difficult for an honest worker to spend.OOC: Gonna need more details to respond to the SO team.IR:Devoting 25 IP to research on PSI
