IC: While the more heavily computerized nations were focusing on the game-making contest, Varangian engineers had finalized a design for the planned balloon race.OOC:Vehicle Class: LK-2 Skyerne Scout ZeppelinVehicle Description: The Skyerne is much smaller than the Lynkrage, meant to be operated by a two-man crew. Hydrogen in the main body of the zeppelin provides lift, a set of directional rotors provides propulsion, and a tail rotor provides steering. If it helps, think of this vehicle as a hybrid between a zeppelin and a tiltrotor-style helicopter.Weaponry: 1 VBR-12 Dreka Repeating Rifle mounted in a turret on the nose of the vehicle.Upkeep/Build time/Build Cost:Also, begin construction on a Skemmdarvargur (80 IP/21 Days) and training on one unit of VO (10 IP/5 Days).The Skemmdarvargur is, of course, the big cruiser, and the first Varangian thing with any sort of missiles (though they're short-ranged, temperamental things).

IC:Humming the latest tune from her favorite band, Alessia Caliak stepped onto her business plane, her leather longcoat dripping warm rainwater onto the carpet before an aide of hers took it, roughly shaking it out before placing it on a coat hook. Alessia kept her purse, which, along with a notebook filled with scrawled ideas and the occasional speech and the usual oddities and hygiene products an Astarian woman accumulated, carried a science fiction novel and the newest of inventions; a small radio/cassette tape player combination. The Prime Ministress, after having the piece demonstrated and loving it, had been made one of the first testers of the device. To be honest, she was giving it a beating; the life of a head of state was not a laid-back one, and international trips such as this merely added to the load. Wishing she could relax, Alessia instead leaned her seat back, put on the first of her twelve tapes, and began writing a response to the head of the PSI development group's letter on additional funding. The music would make the three hour flight to Varangia not pleasant, but slightly more tolerable, as would the lunch Alessia had hastily thrown together that morning from what she had in her pantry. In Astaria, private cooks were a status symbol of the elite, which was the opposite of what Alessia's "people's girl" image conveyed. Though she was thirty six(in all likelihood the youngest head of state around) Alessia kept up with trends the young followed, and occasionally set them as well.

IC [standast]Taking a brief break from the mass partying, the First Minister of Standast, having been in office for nearly twelve years now, sent out a diplomatic call to all the nations of the world, even the ones the Stans were less than friendly with. The First Minister had run out of video games, having managed to beat all the ones Standast had to offer, and thus was eager for a new, revolutionary sort of game that he could play. To make it more enticing, a large amount of Stan gold was offered as a prize for anyone who could make the most innovative and awesome game of them all. The gold, though, came from the military budget, so somewhere a general cut his wrist.OOCLong story short, the First Minister is offering 10 IP for one real life month to whoever can get him an awesome game. How will we decide who's the awesomest game of them all? Me, naturally. :P That or a magic mirror, but I lost mine last week. So if anyone wishes to have some pop change for a small research project or something, simply make a post of your game devs making a game that somehow fits on technology of the late eighties/early nineties. You all have until, erm, May 1st. DO NOT FAIL ME.

OOC: Aw. I so want to get into this competition, since I know exactly what to make, that would fit the late eighties/early nineties theme. But, since my nation has no computer technology yet...(Or really, any contact with anyone outside of Astaria. =P) It'd have to involve pen and paper design, and outsourcing to someone while keeping the rights to it for when the actually can produce it themselves. =/

IC: A small Fillion game company had been trying to break into the market unsuccessfully and was about to go out of business. As a last ditch effort, they released a game where you controlled a party of heroes of different classes and went on an adventure to save the kingdom. They advertised it as a game with a new system of playing and a deep storyline.Weapons development came out with a new toy for the military.OOC: Weapon Name: SgianWeapon Description: The infantryman's best friend. A combination short-sword and pistol, the Sgian has an ammo capacity of 12 9mm rounds. It possesses a longer then normal barrel, the top and bottom of which are covered by blades. With the press of a bottom and a flick of the wrist, the barrel snaps into an extended position and an extra 9" of blade springs forward, bringing the total blade length to 18".Weapon Cost: N/ABlade, since I am your closest neighbor (not counting those on the other side of the map) I took the liberty of having one of your planes fly close enough to be escorted in by my helicopters.

IC: VarangiaAlessia stepped off the plane and stretched, sniffing the air of this new nation, followed shortly by her aides, as Alessia glanced around, expecting a Varangian to meet her here.IC: After a short while of communication, the Astarians began explaining the world's political atmosphere to the Antranians. Their reporting gave nothing but the bare facts, and did its best to be unbiased in the ongoing competition between Astaria and Aquilonia. Soon afterward, the Astarians offered to introduce the Antarians to the world, through the Forum.

OOC: Oookay, I guess I have to make an IC.IC: The Astarian plane had been instructed to land on a mesa near the capitol city, where it was met by an armored car, the driver gazing impatiently at a wristwatch... well, it was actually a wrist-sundial that had been bought as a joke, but it worked fine on sunny days.As the Astarian Prime Ministress and staff approached the car, the driver looked up from the sundial-thing."The drive from here to where your meeting will take place is approximately... I'd give it eight minutes. I would say less, but you haven't signed the proper waivers, so get in quickly and we might conclude our business before lunch."

Alessia wondered as she and her staff climbed into the car, Lady Caliak realized that was a point of International Law that would need a decision. Glad to see her security was taken seriously, Lady Caliak still wondered what waivers she needed to sign; perhaps hoping that the Queen would have the paperwork taken care of was too much?

IC [Aquileon]It was a momentous day, that was for sure.In the Space Control Center, scientists from the four nations involved were gathered, scanning over every bit of data they could and checking things over for the tenth time. The entire affair made the vast room seem like a swarming beehive; it probably was. On the screen, the clock had begun it’s final countdown, showing t-20 minutes.BeatThe cockpit was cramped, as vessels of the sort tended to be. A small, heavily reinforced window showed the sky, the four pilots checking over their equipment. The commander of the mission, a sturdily built Aquileon Air Force pilot, began calling out the final diagnostic scores, the command center responding in turn. Everything was green.BeatIn all the four nations, and indeed, all over the world, the mission was being broadcasted. High in the sky two Krestals floated silently, stealthily watching the ground below and the skies above. It would do no good for this moon project to be destroyed by an offended party.BeatThe Stan partying had begun to dip off, and now Stans everywhere looked to their televisions, gathering in homes and bars. It was a truly momentous occasion for them; space had long been considered a death trap, to be poked with a very long stick and to have minimal contact with. This mission would change that, would open a new age of Stan space travel.Beat“T-15 seconds,” came the call over the radio. “Fuel pipes clear; sparking the jets.”“We hear you Command.” The crew fastened the final straps of their harnesses, glancing amongst each other. The Stan pilot, a woman about to reach her thirties, gave a quick prayer then grinned like a lunatic.“T-5. Secondary ignition.”“T-4.”“T-3.”“T-2.”“T-1.”“T0. Primary ignition.”The rocket, a testament to the engineering of all four nations involved, roared to life. In seconds it was high into the sky, pushing towards the stars as cheers went out through the SCC.“Luminous has taken off! Godspeed comrades.”BeatThe first burn was complete, the second burn under way. The crew was already moving into action, checking the diagnostic scores while their trip to Luna begun in full. It would be a long trip, relatively speaking, but history was being made. They would not be the first to land on Luna, but they most certainly would make the most of it.OOCAnd I'll waste no time in reorganizing my budget. So now here's what's happening with the moonshots; 75 IP from all involved is being devoted into the project, giving 300 IP total. This is making two rockets a week, each with 150 IP devoted to them. Some details about Luminous; the extra 50 IP (since I believe it was going at 350) went towards the construction of some lunar mapping satellites, which will break off from the main body and establish orbit over Luna, mapping out various locations.So, my budget. Project Shield is now activated, with 100 IP for two weeks. As well, I'm further fortifying my beaches, which current consist of a lot of barb wire, tank traps, mines, and explosives meant to lower it twenty feet down, by adding more of all the above. So 25 IP there for one week.

IC(Kiserre/General): Throughout the islands of Kiserre people everywhere took the day off from work to celebrate the launch of the Luminous Rocket (except the police who unfortunately had to keep ready to deal with the occasional troublemaker).IC(Europa/Kinochiiki): The new settlement of Kinochiiki was reclassified as a small territory due to a recent influx of settlers, pushing its population above required levels. A new factory in the territory was set to work producing the new VBC-2 Tora.IC(Kiserre/NEA Space): The Council of Ministers released a statement to the other members of the NEA that Kiserre would continue funding the Luminous project for the next year* or so before diverting those resources to setting up communications satellites.OOC: *since a year in-game is 12 days, this is referring to a two-week period IRL.

IC [Luna]The trip had gone without a hitch; everything worked out, the lunar lander softly touching down onto the dusty surface. The three astronauts transported by it set foot, the Aquileon commander glancing around the surface, then uttering words surely to be remembered for centuries to come. "Well, it's about time."With those words, the three began pulling scientific instruments out of the storage containers on the lander, taking small samples of rock and sticking them in plastic bags while the Kiserre astronaut held up his camera, showing an Earth-rise to the millions of people watching the footage around the planet. It did not take long, however, for the uranium to be discovered in the soil, some samples being taken of it and being sealed in a container meant to shield some of the more sensitive electronics from solar radiation. Uranium might not have been abundant on Terra, but the nations of the word knew enough about it to know it wasn't safe to play with.After samples had been collected, a few golf balls hit, and a congratulations from the Stan First President sent directly to the astronauts on Luna, the crew loaded back into the lander, heading towards the module in orbit, and then, home.Even as the men and women of the mission left for home, the lunar mapping satellites were busy taking pictures and beaming it back to the SCC, for further review. It would serve not only to map the surface, but the more sophisticated equipment on some of the satellites would be able to scan and detect material types.

A long driveway traced a path between the palace and the street, and the heavy fence that blocked off the large plot of land occupied by the palace was dotted with guardhouses. A sturdy metal gate barred the car's way as it turned into the driveway, though, at a signal from the driver, the gate lifted away like a portcullis, and the car rolled through, coming to a stop outside of another, smaller gate. The driver exited the vehicle, and rapped three times on the gate. Within moments, a stern soldier appeared on the other side of the gate, and, after confirming the identity of the visitor, opened the gate, signalling for the Prime Ministress and staff to follow her on foot.OOC: A note: due to the way in which the Varangian government works, there is not much of a bureaucracy. Government workers exist chiefly to carry out orders from above, and have little to no decision-making power. This means that things like taxes are not done on a case-by-case basis, but along very clean-cut lines - though, of course, in the absence of a currency, taxation is only an analogous means of referring to the semi-compulsory service required of citizens; service is required, but the individual is permitted to choose what, exactly, they do to fulfill that requirement.Mid-level government employees have some decision-making power, as they are the ones who decide how best to apply general edicts to specific parts of the country. Sort of like provincial governors, who, in turn, appoint people who are rather like mayors.An exception to this lack of decision-making power is in the lower levels of the judicial system, where judges do have full decision-making power, as the size of the country means that trial-by-Queen is impractical in all but those cases judged to be crimes against the country as a whole. Trial-by-jury is not a thing that exists in Varangia.The military has a fairly predictable command structure, not dissimilar to what one would expect from any military, because, as in the judicial system, full authority in the hands of the Queen would be impractical.The Royal Academy is mostly autonomous, though if the Queen suggests that they look into a specific topic, it can be almost guaranteed that they will do so. The Royal Academy is divided into departments, and is run somewhat like a university, though considerably less public. No schooling occurs at the Royal Academy, as actual universities exist to take care of that.IC: Over the course of the week, many new or prominent members of this nationalist group would find, taped to their door in a waterproof envelope, a brief essay on the importance of caution in the global political situation, detailing how Varangia's relatively innocuous international profile would serve to dissuade aggressors, while more outgoing nations like Astaria and Standast were more likely to put their own necks on the chopping block.

IC:Alessia Caliak and her staff followed, admiring the Varangian architecture for its brutal simplicity. Alessia supposed that, by the regularity of design, either Varangian architecture was all but static, or the city had at some point in the last century been torn down or rebuilt, or perhaps it was entirely new? In Astaria, long-standing cities were always composed of hundreds of years' worth of different architecture.OOC: If there's any snow, you might want to mention it; Astarians have never even seen the stuff.

IC: Apart from the snowdrifts piled up against the palace walls, one thing the Astarians might notice, on closer inspection, was that the basalt portion of the palace were covered in bas-relief carvings, with at least three different styles represented. Due to the generally low rate of wear on basalt in this sort of environment, there was no clear way of telling which style of carving was the newest, but they all had one thing in common - representations of people were strictly avoided. Some of the carvings depicted mountains, the ocean, or even goats, but none of them showed people.When the group got to the palace door, the soldier silently pushed a large, flat button on the wall, which rang either a very large bell or a gong. A few seconds passed, and then the door was pulled open by a butler in a neatly-pressed suit, letting a blast of very warm air out of the building."Geothermal heating," the man explained, ushering the group in. "A previous Queen's idea. Maintenance is brutal, but it keeps us comfortable."

IC:Alessia handed him the pistol; it was heavy, with a wide barrel, and very heavy towards the barrel, being currently unloaded, then smiled at him and turned to join her staff, who had launched into a discussion on Varangian art which Alessia didn't care for nor understand, any artistic theory being far beyond her; Alessia's style of drawing had barely changed since she was five, mainly because she refused to draw because she was bad at it.

OOC: The soldier is female.IC: With everything, including the gun, tidied away, the Butler proceeded to lead the group up a spiral staircase to the third floor, then to a set of heavily carved double-doors. He knocked three times, before a quiet voice responded from within."Three minutes early. I know the driver, so I think I will put it on the aeroplane."As if to explain, the butler quietly told the Astarians that the Queen happened to be fond of clockwork, and then pulled the left-hand door open - as it turned out, the door slid into the wall, instead of swinging open.The Queen's office was covered primarily in dyed wool, the colors arranged on the walls, floor, and ceiling to create abstract, possibly fractal patterns. Several clocks stood against the walls, along with a machine that appeared to be playing table tennis against itself, with changes in the orientations of ten different paddles perfectly timed to send the ball to the next paddle scheduled to move.Several chairs, padded with thick woolen cushions, stood in a semicircle facing a desk carefully crafted from obsidian, with a multitude of facets on all surfaces but the top indicating a very slow carving process. Behind this desk sat a tall, thin woman, who appeared, from the lines on her face, to be in her late forties. Her blond hair was wrapped around the top and back of her head in a way that served to hold a simplistic iron crown firmly on top of her head. Thin, hawk-like eyebrows and a distinctly triangular nose made her look somewhat like a bird of prey - an impression not lessened by eyes that seemed to need to blink rather less than usual. She was dressed in a light robe, a garment which had been chosen for comfort, not style.Shifting slightly in her chair, the Queen gestured for the Astarian delegation to take their seats, and waited for the Prime Ministress to begin the conversation.

OOCHuh. Direct negotiations with the very top of the head of state? Never realized the negotiations were that important. The Stans would of used an ambassador or diplomat, seeing as heads of state tend to me more valuable and have other duties. Like playing video games all day, like my First Minister.IC [standast]The Stans had begun to show a greater interest in dolphin breeding, and indeed, dolphins in general. While dolphins had long been well liked by Stans, some of the hardier breeds swimming to the northern island to relax in it's hot spring inlets, the military had begun to encourage civilian growth of the dolphin industry, various scientific ships being sent out to the more tropical, equatorial areas to monitor dolphin behaviors there, and once they had a reasonable amount of data regarding them, attempt to capture a pod or two and relocate them to Standast, where a large natural lake was being converted to a massive holding tank. It would be a testament to Stan civilian engineers, that was for sure.

IC: VarangiaAlessia stepped off the plane and stretched, sniffing the air of this new nation, followed shortly by her aides, as Alessia glanced around, expecting a Varangian to meet her here.IC:After a short while of communication, the Astarians began explaining the world's political atmosphere to the Antranians. Their reporting gave nothing but the bare facts, and did its best to be unbiased in the ongoing competition between Astaria and Aquilonia. Soon afterward, the Astarians offered to introduce the Antarians to the world, through the Forum.

-==IC: Atrana==-The pilots wrote everything they could down, in an attempt to make a log to relay the info back to the Atranian government, so that they would know more about the world. The pilots also accepted the offer, having been granted ambassador status by the mainland.

OOCExcept that in this case, 'properly paranoid' somehow ends up being 'demanding to meet with the highest person in the government, ever'. Our presidents may fly out to sign treaties (all the nuclear disarmament treaties come to mind, with JFK, Reagan, Bush, Obama), but they just sign the treaties, not actually make them.But hey, not complaining, as that was something that happened in the olden days of kings and queens. The system is ever so different, and it's not my people being put at risk so yeah.IC [standast]A diplomatic flyer* was sent out to various nations, the long list including Aquileon, Kiserre, Antillia, Astaria, Varangia... actually it was every nation Standast was aware of, minus the Black Crescent Empire**, who the Stans tried to avoid in general. IC: With the settlers ready and waiting, they were ferried over seas, stopping temporarily at Outpost R13, before arriving at the area marked on international maps as P11. The spread of coast was colonised for the WaalrusaanThe Academy of Biology sent a folder back to the Stan with all they new of the one species of dolphin that haunted their waters. Like anything adapted for colder waters it was short and bulky and lurked further out to sea where it ran no risk of tangling with Arctungaad's more well-known sea-predator, the walrus
