The nets can be electrocuted via the metal handle in the launcher. The launcher itself is also smaller than average cirdak launchers to be able to fit in Zex's bag. And if its small enough to fit in his satchel wouldn't that make it closer to handgun sized than the bazookas cordak normally are? Also the idea behind the launcher would be those t-shirt launchers (link to an image of one if you don't know what it is). And now that I look at them they look like they would be strapped on his back. So here it is: The net launcher is a modified cordak blaster made to look like a RPG or what humans call a t-shirt launcher. It fires nets that have been wrapped into balls, which can be electrocuted through the handle of the gun. The launcher can be strapped onto his back, next to his bag. Could just as well be the Makuta deciding that the new breed Rahk were to unpredictable, send in an army of Old Breed Rahk to kill them all...
